Legislative Process Support
Opinions, Amendments, Draft Legal Acts
I combine many years of legislative experience gained at the Polish Ministry of Foreign Affairs - including harmonisation of Polish law with European Union law - with food law practice and participation in the work of parliamentary committees. I help trade chambers, industry associations and businesses genuinely influence the shape of proposed legislation: from an opinion, through an amendment, to a finished draft act.
Following a bill that affects your industry?
- Many years of legislative work at the Polish Ministry of Foreign Affairs
- Participation in harmonising Polish law with European Union law
- Participation in parliamentary committee and subcommittee work as an industry expert
- Representing Poland in proceedings before the CJEU and the EFTA Court
- Opinions and amendments to bill UD207 ("lex charlatan") during parliamentary proceedings
Three Forms of Legislative Process Support
Each can be a standalone engagement or part of a broader regulatory strategy for an industry organisation or a company.
Opinions on Bills and Regulations
Assessment of a bill as a whole: compliance with the Polish Constitution and EU law, regulatory risk analysis, and impact on the market and a specific industry.
- legal opinions for trade chambers, associations and businesses,
- assessment of compliance with EU law (including CJEU case law),
- analysis of "chilling effect" risk and excessive administrative discretion,
- comparison with regulatory models used in other EU member states.
Drafting Amendments
Specific proposals for changing the wording of provisions, ready to be tabled during the work of a parliamentary or senate committee or subcommittee.
- drafting amendments in line with legislative drafting principles,
- legal justification for each amendment,
- substantive support during committee and subcommittee work,
- materials for members of parliament, senators and legislative offices.
Drafting Legal Acts
Drafts of laws, regulations and internal acts - from concept, through the wording of provisions, to justification and regulatory impact assessment.
- drafts of provisions compliant with legislative drafting principles,
- drafts of industry codes of good practice and internal regulations,
- support with explanatory notes and justifications for drafts,
- consultation with subject-matter experts (scientific, market).
Where Does This Legislative Experience Come From?
Polish Ministry of Foreign Affairs
Many years of work on the harmonisation of Polish law with European Union law - analysing draft legal acts for compliance with EU law, preparing opinions and written submissions. In this role I represented Poland in proceedings before the Court of Justice of the European Union (CJEU) and the EFTA Court.
Parliamentary Committee and Subcommittee Work
Participation in parliamentary proceedings as an industry expert - at the stage of committee and subcommittee sessions, where the actual wording of a law takes shape. One example is participation in the work on bill UD207 ("lex charlatan") - see the section below and the About page for more information.
Legal Education in EU Law
- LL.M. Eur. in EU Law (University of Leicester);
- Law studies at the Faculty of Law, University of Warsaw;
- EU law studies at Utrecht University.

"Lex Charlatan" (UD207): Opinion and Specific Amendments
Bill UD207 penalises pseudo-medical practices. A legitimate goal, but overly broad definitions risked capturing lawful communication by dietitians, food supplement manufacturers, or sellers of herbal products. Below is a legal opinion and specific amendments submitted during parliamentary proceedings on the bill (print 2598).
Legal Opinion on UD207
Analysis of constitutional, procedural and systemic risks in the bill, comparison with regulatory models in the EU, USA and the UK.
Read the opinion →Four Amendments (Print 2598)
Specific amendment proposals: the right to a hearing before a decision, the ability to reopen proceedings when medical knowledge changes, and others.
Read the amendments →The Botanical Amendment
Excludes lawful communication based on authorised health claims and EMA monographs from the definition of pseudo-medicine.
Read the amendment →Expert Quote in the Media
"The state should act with a scalpel, not a machete, and certainly not a club."
The Polish outlets NewsMed.pl and StronaZdrowia.pl quoted Tomasz Krawczyk in coverage of parliamentary subcommittee proceedings on bill UD207. Full quotes and links to the articles are available on the About page.
Who Most Often Uses This Support?
A joint industry opinion on a bill, or a package of amendments submitted during committee work.
Analysis of how proposed provisions affect a specific business model and preparation of a position paper.
Specialist support in food law and market regulation - as a subcontractor or consultant.
Expert support in drafting provisions that require knowledge of EU law and market practice.
Speed, Experience and a Competitive Price
Speed
Using AI tools for comparative analysis of regulations across multiple jurisdictions and for quickly preparing drafts of opinions and amendments shortens response time - particularly important during parliamentary committee work, where deadlines are often very short.
Confidence and Experience
Many years of legislative practice in government administration (the Ministry of Foreign Affairs), genuine involvement in parliamentary committee work, and food law practice give confidence that an opinion or amendment is grounded in knowledge of the process - not just the text of a provision.
Competitive Price
Mastery of AI tools in substantive work (comparative analysis, research, first drafts of documents) allows me to offer a very competitive price - without sacrificing quality or the expert's responsibility for the final content of the opinion or amendment.
